How are these type of pleats made?

Im pretty sure the fabric is made this way. You should be able to find it any fabric store. pleats like that are possible to make-but they dont stay pleated the whole way down. if you were to sew them pleated at the top, they would gradually disappear toward the bottom of the skirt.
