What would happen if a US Senator or Rep. negotiated a political solution that ended the war in Iraq?

No they can not. Bush would not have to bother vetoing it because it is not legal under US law for them to do so. Just how does one negotiate with an enemy who's stated purpose is to destroy you your family and your way of life?
